Inauguration of CSIRT-Power

On September 23, 2024, Union Minister Shri Manohar Lal inaugurated the Computer Security Incident Response Team – Power (CSIRT-Power) facility at the Northern Regional Power Committee, Qutab Institutional Area, New Delhi. This facility represents a monumental step in fortifying India’s power infrastructure against the growing menace of cyberattacks.

Why CSIRT-Power is critical?

During the inauguration, Shri Manohar Lal highlighted that cybersecurity threats have evolved significantly in recent years, posing major risks to critical infrastructure like the power sector. The digital transformation within this sector has expanded its vulnerabilities, making it a prime target for sophisticated cyberattacks, especially from state-sponsored adversaries.

He described CSIRT-Power as more than just a facility—it is a fortress built to protect India’s power systems from the ever-increasing landscape of cyber threats. As a proactive response, CSIRT-Power is equipped with advanced tools, infrastructure, and a dedicated team of cybersecurity experts to handle potential cyber threats and incidents in the power sector.

The growing need for Cybersecurity in the power sector

The power sector is one of the most vital components of India’s national infrastructure. Given the interconnected nature of digital systems, any significant disruption in this sector could have severe and far-reaching consequences. According to Shri Manohar Lal, existing CERTs (Computer Emergency Response Teams) in sub-sectors of the power industry are not adequately equipped with the necessary legal mandates, resources, or expertise to handle today’s advanced cyber threats. Therefore, the creation of CSIRT-Power was crucial for coordinated incident response and improved cybersecurity resilience.

Objectives of CSIRT-Power

CSIRT-Power has been developed with the primary objective of enhancing cybersecurity resilience in the Indian power sector. Some key objectives include:

1. Incident Response: Serving as the lead agency for managing and responding to cybersecurity incidents in the power sector.
2. Cyber Threat Intelligence: Collecting, analyzing, and sharing information related to sector-specific cyber threats.
3. Proactive Measures: Increasing awareness, improving cybersecurity posture, and implementing best practices like Standard Operating Procedures (SOPs).
4. Capacity Building: Strengthening the cybersecurity workforce through training, development of standards, and conducting incident response drills.
5. Stakeholder Cooperation: Fostering collaboration among industry stakeholders to build a collective defense against cyber threats.

The CSIRT-Power initiative is part of the Ministry of Power’s 100-day initiatives, developed in collaboration with CERT-In under the guidelines of the National Cyber Security Policy, 2013. This initiative emphasizes the need for sectoral CERTs to manage cybersecurity effectively in industries like power, where disruptions can have widespread effects.

23 सितंबर 2024 को केंद्रीय मंत्री श्री मनोहर लाल ने नई दिल्ली के कुतुब इंस्टीट्यूशनल एरिया स्थित उत्तरी क्षेत्रीय पावर समिति में कंप्यूटर सुरक्षा घटना प्रतिक्रिया दल – पावर (सीएसआइआरटी-पावर) सुविधा का उद्घाटन किया। यह सुविधा साइबर हमलों के बढ़ते खतरे से भारत के पावर इन्फ्रास्ट्रक्चर को सुरक्षित करने की दिशा में एक महत्वपूर्ण कदम है।

सीएसआइआरटी-पावर की आवश्यकता क्यों है?

उद्घाटन समारोह के दौरान श्री मनोहर लाल ने बताया कि हाल के वर्षों में साइबर सुरक्षा खतरों में तेजी से बदलाव हुआ है और ये खतरे अब महत्वपूर्ण ढांचे जैसे पावर सेक्टर को निशाना बना रहे हैं। डिजिटल परिवर्तन के कारण पावर सेक्टर की कमजोरियाँ बढ़ गई हैं, जिससे यह राज्य प्रायोजित हमलों का प्रमुख लक्ष्य बन गया है।

पावर सेक्टर में साइबर सुरक्षा की बढ़ती जरूरत

पावर सेक्टर भारत के राष्ट्रीय ढाँचे का एक महत्वपूर्ण हिस्सा है। इसके डिजिटल सिस्टम की सुरक्षा में किसी भी बड़ी रुकावट से गंभीर और व्यापक प्रभाव हो सकते हैं। श्री मनोहर लाल के अनुसार, पावर सेक्टर के मौजूदा सब-सेक्टोरल कंप्यूटर आपातकालीन प्रतिक्रिया दल (सीईआरटी) आज के उन्नत साइबर खतरों से निपटने के लिए आवश्यक संसाधनों और विशेषज्ञता से लैस नहीं हैं। इसीलिए, सीएसआइआरटी-पावर का निर्माण आवश्यक था, ताकि समन्वित प्रतिक्रिया और बेहतर साइबर सुरक्षा सुनिश्चित की जा सके।

सीएसआइआरटी-पावर (CSIRT-Power) के उद्देश्य

सीएसआइआरटी-पावर का मुख्य उद्देश्य भारतीय पावर सेक्टर में साइबर सुरक्षा लचीलापन बढ़ाना है। इसके प्रमुख उद्देश्य हैं:

1. घटना प्रतिक्रिया: पावर सेक्टर में साइबर सुरक्षा घटनाओं का प्रबंधन और प्रतिक्रिया सुनिश्चित करना।
2. साइबर खतरों की जानकारी: पावर सेक्टर से संबंधित साइबर खतरों का संग्रह, विश्लेषण और साझा करना।
3. प्रोएक्टिव उपाय: जागरूकता बढ़ाना, साइबर सुरक्षा की स्थिति में सुधार करना, और मानक संचालन प्रक्रियाओं (एसओपी) को लागू करना।
4. क्षमता निर्माण: साइबर सुरक्षा कार्यबल को प्रशिक्षण, मानकों के विकास और घटना प्रतिक्रिया अभ्यास के माध्यम से मजबूत करना।
5. हितधारकों का सहयोग: उद्योग हितधारकों के बीच सहयोग को बढ़ावा देना और सामूहिक साइबर सुरक्षा प्रयासों को मजबूत करना।

राष्ट्रीय साइबर सुरक्षा नीति, 2013 के तहत, सीईआरटी-इन के सहयोग से और 100-दिवसीय पहल के हिस्से के रूप में सीएसआइआरटी-पावर को स्थापित किया गया है। यह पहल पावर सेक्टर में साइबर सुरक्षा सुनिश्चित करने के लिए आवश्यक थी, जहाँ डिजिटल परिवर्तन के साथ-साथ साइबर हमलों का खतरा भी बढ़ गया है।
