Ministry of Education Directs States and UTs to Implement “Guidelines on School Safety and Security”
The Ministry of Education, Government of India, has reaffirmed its unwavering commitment to ensuring the Guidelines on School Safety and Security for children within schools and other educational institutions. This directive aims to enhance procedures, establish accountability, and safeguard students across the country. The Ministry’s actions are in response to the order of the Hon’ble Supreme Court in Writ Petition (Criminal) No. 136 of 2017 and Writ Petition (Civil) No. 874 of 2017.
Development of the 2021 Guidelines on School Safety and Security
To address these concerns, the Department of School Education and Literacy (DoSEL), under the Ministry of Education, has developed the ‘Guidelines on School Safety and Security-2021.’ These guidelines align closely with the Protection of Children from Sexual Offences (POCSO) Act and other relevant legal frameworks. The Guidelines are designed to hold school management accountable for the safety and security of children in Government, Government-aided, and Private Schools.
Key Provisions of the “Guidelines on School Safety and Security”
The Guidelines on School Safety and Security-2021 encompass a broad range of measures, including:
- Preventive Education: Establishing protocols for educating children, staff, and stakeholders on safety and security practices.
- Accountability: Clearly defining the roles and responsibilities of school management, principals, teachers, and other stakeholders in maintaining a secure environment.
- Reporting Procedures: Outlining the processes for reporting safety violations or security concerns.
- Legal Provisions: Providing an overview of the relevant legal obligations and protections under various acts, including the POCSO Act.
- Support and Counselling: Ensuring access to mental health support and counseling services for students.

Nationwide Dissemination and Customization of the Guidelines
On October 1, 2021, the Ministry circulated these guidelines to all States, Union Territories (UTs), Autonomous Bodies under DoSEL, and various Stakeholder Ministries. While the guidelines are advisory, they serve as a comprehensive framework for ensuring the safety and security of children in schools.
State and UT-Level Adaptations
States and UTs have been encouraged to review and adapt these guidelines according to their specific regional needs. The Ministry has permitted States and UTs to incorporate necessary additions or modifications to better suit local conditions and requirements. The ultimate goal is for each State and UT to officially notify these guidelines, thereby ensuring their effective implementation.

Objectives of the “Guidelines on School Safety and Security”
The Ministry has outlined several key objectives for the Guidelines on School Safety and Security-2021:
1. Creating Awareness Among Stakeholders
The guidelines aim to foster a shared understanding among all stakeholders, including students, parents, school staff, and administrators, on the importance of co-creating a safe and secure school environment. This is essential for the holistic development of children.
2. Educating on Safety and Security Policies
The guidelines seek to inform stakeholders about existing acts, policies, procedures, and guidelines related to various aspects of safety and security. These aspects include physical safety, socio-emotional well-being, cognitive security, and preparedness for natural disasters.
3. Empowering Stakeholders
Another key objective is to empower different stakeholders by providing clarity on their roles in the implementation of the guidelines. This ensures that everyone involved understands their responsibilities and the steps they need to take to maintain a safe school environment.
4. Fixing Accountability
The guidelines emphasize the accountability of school management, principals, teachers, and education administrators. This includes ensuring the safety and security of children not only within school premises but also during transportation to and from school. In Private/Unaided Schools, this responsibility lies with the School Management, Principals, and Teachers, while in Government/Government-aided schools, the Head/In-charge Head of the School, Teachers, and Education Administration are accountable.
5. Zero Tolerance Policy
A significant emphasis of the guidelines is on a ‘Zero Tolerance Policy’ against any negligence related to the safety and security of children in schools. The guidelines make it clear that any lapses on the part of individuals or management will not be tolerated and will be subject to strict action.
Request for Status Updates from States and UTs
The Ministry of Education has requested all States and Union Territories to inform them of the status of the notification of the Guidelines on School Safety and Security-2021 within their respective regions. This will help the Ministry monitor the implementation process and ensure that all children across India have access to a safe and secure learning environment.

भारत सरकार के शिक्षा मंत्रालय ने स्कूलों और अन्य शैक्षणिक संस्थानों में बच्चों की सुरक्षा और संरक्षा सुनिश्चित करने की अपनी अटूट प्रतिबद्धता को दोहराया है। यह निर्देश देश भर में छात्रों की सुरक्षा के लिए प्रक्रियाओं को सुदृढ़ करने, जवाबदेही स्थापित करने और उन्हें सुरक्षित रखने के उद्देश्य से जारी किया गया है। यह कार्रवाई माननीय सर्वोच्च न्यायालय के रिट याचिका (फौजदारी) संख्या 136/2017 और रिट याचिका (सिविल) संख्या 874/2017 के आदेश के जवाब में की गई है।

1 अक्टूबर, 2021 को मंत्रालय ने इन दिशा-निर्देशों को सभी राज्यों, केंद्र शासित प्रदेशों, DoSEL के अधीन स्वायत्त निकायों और विभिन्न हितधारक मंत्रालयों को प्रसारित किया। हालाँकि, ये दिशा-निर्देश सलाहकार हैं, फिर भी ये स्कूलों में बच्चों की सुरक्षा और संरक्षा सुनिश्चित करने के लिए एक व्यापक ढाँचा प्रदान करते हैं।
राज्य और केंद्र शासित प्रदेशों के स्तर पर अनुकूलन
राज्यों और केंद्र शासित प्रदेशों को अपने क्षेत्रीय आवश्यकताओं के अनुसार इन दिशा-निर्देशों की समीक्षा और अनुकूलित करने के लिए प्रोत्साहित किया गया है। मंत्रालय ने राज्यों और केंद्र शासित प्रदेशों को इन दिशा-निर्देशों में आवश्यकतानुसार संशोधन या जोड़ने की अनुमति दी है ताकि स्थानीय परिस्थितियों और आवश्यकताओं को बेहतर ढंग से पूरा किया जा सके। उद्देश्य यह है कि प्रत्येक राज्य और केंद्र शासित प्रदेश इन दिशा-निर्देशों को आधिकारिक रूप से अधिसूचित करे और उनके प्रभावी कार्यान्वयन को सुनिश्चित करे।

स्कूल सुरक्षा और संरक्षा दिशा-निर्देश का उद्देश्य
शिक्षा मंत्रालय ने स्कूल सुरक्षा और संरक्षा दिशा-निर्देश-2021 के कई प्रमुख उद्देश्यों को रेखांकित किया है:
1. हितधारकों के बीच जागरूकता पैदा करना
इन दिशा-निर्देशों का उद्देश्य सभी हितधारकों, जिनमें छात्र, माता-पिता, स्कूल स्टाफ और प्रशासक शामिल हैं, के बीच स्कूल के एक सुरक्षित और सुरक्षित वातावरण के सह-निर्माण के महत्व पर एक साझा समझ विकसित करना है। यह बच्चों के समग्र विकास के लिए आवश्यक है।

3. हितधारकों को सशक्त बनाना
एक और प्रमुख उद्देश्य विभिन्न हितधारकों को सशक्त बनाना है ताकि वे दिशा-निर्देशों के कार्यान्वयन में अपनी भूमिकाओं को स्पष्ट रूप से समझ सकें। इससे यह सुनिश्चित होता है कि शामिल सभी लोग अपनी जिम्मेदारियों और सुरक्षित स्कूल वातावरण बनाए रखने के लिए आवश्यक कदमों को समझें।
4. जवाबदेही तय करना
दिशा-निर्देश स्कूल प्रबंधन, प्रिंसिपल, शिक्षकों और शिक्षा प्रशासकों की जवाबदेही पर जोर देते हैं। इसमें स्कूल परिसर के भीतर ही नहीं, बल्कि स्कूल आने-जाने के दौरान भी बच्चों की सुरक्षा और सुरक्षा सुनिश्चित करना शामिल है। निजी/अवैतनिक स्कूलों में, इस जिम्मेदारी का निर्वहन स्कूल प्रबंधन, प्रिंसिपल और शिक्षकों द्वारा किया जाता है, जबकि सरकारी/सरकारी सहायता प्राप्त स्कूलों में इसका उत्तरदायित्व स्कूल के प्रधान/प्रभारी प्रधान, शिक्षकों और शिक्षा प्रशासन पर होता है।
5. शून्य सहिष्णुता नीति
दिशा-निर्देशों में स्कूलों में बच्चों की सुरक्षा और सुरक्षा के संबंध में किसी भी प्रकार की लापरवाही के खिलाफ ‘शून्य सहिष्णुता नीति’ पर विशेष जोर दिया गया है। दिशा-निर्देश स्पष्ट करते हैं कि व्यक्तियों या प्रबंधन की किसी भी चूक को बर्दाश्त नहीं किया जाएगा और इस पर सख्त कार्रवाई की जाएगी।
राज्यों और केंद्र शासित प्रदेशों से स्थिति अपडेट का अनुरोध
शिक्षा मंत्रालय ने सभी राज्यों और केंद्र शासित प्रदेशों से उनके संबंधित क्षेत्रों में स्कूल सुरक्षा और संरक्षा दिशा-निर्देश-2021 की अधिसूचना की स्थिति की जानकारी देने का अनुरोध किया है। इससे मंत्रालय को कार्यान्वयन प्रक्रिया की निगरानी करने और यह सुनिश्चित करने में मदद मिलेगी कि भारत के सभी बच्चों को सुरक्षित और संरक्षित शिक्षण वातावरण प्राप्त हो।
