Cabinet approves ‘Mission Mausam’ to Build a Climate-Smart Bharat with Rs. 2,000 Crore Outlay

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved ‘Mission Mausam’ on 11th September 2024, with a budget of Rs. 2,000 crore over two years. The mission aims to revolutionize India’s weather and climate science capabilities, making the country more resilient to extreme weather events and the impacts of climate change.

This initiative will primarily be implemented by the Ministry of Earth Sciences and will help enhance India’s weather and climate-related research, enabling better predictions and preparedness for future challenges. The mission aims to integrate cutting-edge technology, including next-generation radars, satellite systems, and supercomputers to improve the country’s weather forecasting capabilities.

Key objectives of ‘Mission Mausam’:

1. Enhanced Weather and Climate Research: Mission Mausam will focus on enhancing India’s research in atmospheric sciences. It will exponentially increase capabilities in weather surveillance, forecasting, and management, using advanced technologies like artificial intelligence (AI) and machine learning (ML) for more precise weather predictions.
2. Advanced Observation Systems: India will deploy next-generation radars and satellite systems equipped with advanced sensors. This will allow for better observation and understanding of weather patterns, improving the accuracy of weather forecasts across multiple scales, including monsoon forecasts, air quality alerts, and early warnings for cyclones.
3. High-Performance Supercomputers: The mission will include the installation of high-performance supercomputers to support real-time weather data collection and dissemination. These supercomputers will also be integral in developing advanced Earth system models and GIS-based Decision Support Systems for real-time data sharing.
4. Sectoral Benefits: Mission Mausam will benefit various sectors, such as:
   • Agriculture: Improved weather predictions will help farmers prepare for extreme weather conditions.
   • Disaster Management: Enhanced early warning systems will aid in managing natural disasters like cyclones, floods, and storms.
   • Defence, Aviation, and Transport: Accurate weather data will support operational planning in these sectors.
   • Energy and Water Resources: Precise weather forecasting will enhance decision-making in water management and power generation.
   • Tourism and Shipping: Weather predictions will help ensure safer travel and shipping operations.

Key features:

• Focus on Extreme Weather Events: The mission will improve forecasting for extreme weather events like cyclones, floods, hail, and fog.
• Capacity Building: The mission will help train professionals and build awareness in local communities about the impacts of climate change.
• Cutting-Edge Technology: Artificial intelligence, machine learning, and high-performance computing will allow for highly accurate predictions.
• International Collaboration: The mission will involve national and international institutions to foster research collaboration.

Institutions involved:

The implementation of Mission Mausam will be led by three institutes under the Ministry of Earth Sciences:

• India Meteorological Department (IMD)
• Indian Institute of Tropical Meteorology (IITM)
• National Centre for Medium-Range Weather Forecasting (NCMRWF)

These institutes will collaborate with other MoES institutions and academic partners to advance India’s leadership in weather and climate science.

प्रधानमंत्री श्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय कैबिनेट ने 11 सितंबर 2024 को ‘मिशन मौसम’ को मंजूरी दी, जिसमें दो वर्षों के लिए 2,000 करोड़ रुपये का बजट रखा गया है। इस मिशन का उद्देश्य भारत की मौसम और जलवायु विज्ञान क्षमताओं में क्रांतिकारी सुधार करना है, जिससे देश अत्यधिक मौसम की घटनाओं और जलवायु परिवर्तन के प्रभावों के प्रति अधिक तैयार और मजबूत हो सके।

यह पहल मुख्य रूप से पृथ्वी विज्ञान मंत्रालय द्वारा लागू की जाएगी और भारत के मौसम और जलवायु से संबंधित अनुसंधान में वृद्धि करेगी, जिससे भविष्य की चुनौतियों का सामना करने के लिए बेहतर भविष्यवाणियाँ और तैयारियाँ संभव होंगी। मिशन के तहत अगली पीढ़ी के रडार, उपग्रह प्रणाली और सुपरकंप्यूटर जैसी अत्याधुनिक तकनीकों का उपयोग किया जाएगा ताकि देश की मौसम पूर्वानुमान क्षमताओं को बेहतर बनाया जा सके।

‘मिशन मौसम’ के प्रमुख उद्देश्य:

1. मौसम और जलवायु अनुसंधान में सुधार: मिशन मौसम का मुख्य ध्यान भारत के वायुमंडलीय विज्ञान में अनुसंधान को बढ़ावा देने पर होगा। यह मौसम निगरानी, पूर्वानुमान और प्रबंधन की क्षमताओं को बढ़ाएगा, जिसमें अधिक सटीक भविष्यवाणियों के लिए आर्टिफिशियल इंटेलिजेंस (AI) और मशीन लर्निंग (ML) जैसी उन्नत तकनीकों का उपयोग किया जाएगा।
2. उन्नत अवलोकन प्रणाली: भारत में अगली पीढ़ी के रडार और उपग्रह प्रणालियाँ लगाई जाएंगी, जिनमें उन्नत सेंसर लगे होंगे। इससे मौसम के पैटर्न को बेहतर ढंग से समझने और उनकी अधिक सटीक भविष्यवाणी करने में मदद मिलेगी, जैसे कि मानसून पूर्वानुमान, वायु गुणवत्ता अलर्ट, और चक्रवातों के लिए चेतावनी।
3. हाई-परफॉर्मेंस सुपरकंप्यूटर: मिशन में हाई-परफॉर्मेंस सुपरकंप्यूटर की स्थापना भी शामिल होगी, जो वास्तविक समय में मौसम डेटा एकत्रित करने और उसे साझा करने में सहायक होंगे। ये सुपरकंप्यूटर उन्नत पृथ्वी प्रणाली मॉडल और जीआईएस-आधारित निर्णय समर्थन प्रणाली को भी विकसित करने में मदद करेंगे।
4. विभिन्न क्षेत्रों में लाभ: मिशन मौसम से विभिन्न क्षेत्रों को लाभ मिलेगा, जैसे:
   • कृषि: उन्नत मौसम पूर्वानुमान किसानों को अत्यधिक मौसम की स्थितियों के लिए बेहतर तैयारी में मदद करेगा।
   • आपदा प्रबंधन: उन्नत चेतावनी प्रणाली प्राकृतिक आपदाओं जैसे चक्रवात, बाढ़, और तूफानों के प्रबंधन में सहायक होगी।
   • रक्षा, विमानन और परिवहन: सटीक मौसम डेटा से इन क्षेत्रों में परिचालन योजना को समर्थन मिलेगा।
   • ऊर्जा और जल संसाधन: सटीक मौसम पूर्वानुमान जल प्रबंधन और ऊर्जा उत्पादन में निर्णय लेने में सुधार करेगा।
   • पर्यटन और शिपिंग: मौसम पूर्वानुमान यात्रा और शिपिंग संचालन को सुरक्षित बनाने में मदद करेगा।

मुख्य विशेषताएँ:

• अत्यधिक मौसम की घटनाओं पर ध्यान: मिशन मौसम चक्रवात, बाढ़, ओलावृष्टि और धुंध जैसी अत्यधिक मौसम की घटनाओं के पूर्वानुमान को बेहतर बनाएगा।
• क्षमता निर्माण: मिशन मौसम के तहत पेशेवरों को प्रशिक्षण और स्थानीय समुदायों को जलवायु परिवर्तन के प्रभावों के बारे में जागरूक किया जाएगा।
• अत्याधुनिक तकनीक का उपयोग: आर्टिफिशियल इंटेलिजेंस, मशीन लर्निंग और उच्च-प्रदर्शन कम्प्यूटिंग का उपयोग सटीक पूर्वानुमान के लिए किया जाएगा।
• अंतरराष्ट्रीय सहयोग: इस मिशन में राष्ट्रीय और अंतरराष्ट्रीय संस्थानों को भी शामिल किया जाएगा, जिससे अनुसंधान सहयोग को बढ़ावा मिलेगा।

शामिल संस्थान:

मिशन मौसम का क्रियान्वयन मुख्य रूप से तीन संस्थानों द्वारा किया जाएगा, जो पृथ्वी विज्ञान मंत्रालय के अधीन आते हैं:

• भारतीय मौसम विज्ञान विभाग (IMD)
• भारतीय उष्णकटिबंधीय मौसम विज्ञान संस्थान (IITM)
• मध्यम अवधि मौसम पूर्वानुमान के लिए राष्ट्रीय केंद्र (NCMRWF)

ये संस्थान अन्य MoES संस्थानों और शैक्षणिक भागीदारों के साथ सहयोग करेंगे, ताकि भारत के मौसम और जलवायु विज्ञान में नेतृत्व को और बढ़ाया जा सके।
