In a major step towards promoting electric mobility and reducing the environmental impact of transportation, the Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the implementation of the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme. The scheme, with a budget outlay of ₹10,900 crore over the next two years, is designed to revolutionize India’s electric vehicle (EV) sector. It aims to increase the adoption of EVs, enhance vehicle testing infrastructure, and promote green mobility through demand incentives, e-vouchers, and improved charging infrastructure.

1. Demand Incentives & Subsidies:

2. Introduction of E-Vouchers:
   • The scheme introduces e-vouchers to streamline the EV buying process. The e-voucher, authenticated via Aadhaar, will allow buyers to avail demand incentives directly at the point of sale. This aligns with the MoRTH Vehicle Scrapping Scheme, helping to reduce air pollution caused by old trucks.
5. E-Buses and Public Transport:
   • The scheme dedicates ₹4,391 crore for the procurement of 14,028 e-buses to be used by State Transport Undertakings (STUs) and public transport agencies in major cities like Delhi, Mumbai, Kolkata, Chennai, and others. Priority will be given to cities that replace old buses with electric ones, further promoting eco-friendly urban transport.
6. Charging Infrastructure:
   • To address range anxiety, the scheme focuses on establishing a wide network of public charging stations (EVPCS). The allocation for charging infrastructure is ₹2,000 crore, with plans to install:
     • 22,100 fast chargers for e-4Ws (four-wheelers),
     • 1,800 fast chargers for e-buses, and
     • 48,400 fast chargers for e-2Ws and e-3Ws.
7. Vehicle Testing Infrastructure:
   • With an investment of ₹780 crore, the scheme will enhance India’s vehicle testing infrastructure. Testing agencies under the Ministry of Heavy Industries (MHI) will be modernized to deal with the latest EV technologies, ensuring the safety and performance of new vehicles.

Promoting sustainable transportation

The Ministry of Heavy Industries officially launched the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme on October 1, 2024, at Bharat Mandapam, New Delhi. Through this initiative, we fulfill the Government of India’s promise to launch the scheme within 100 days.”

The PM E-DRIVE Scheme is designed to establish critical EV charging infrastructure nationwide while offering a streamlined process for consumers to avail of demand incentives. The scheme, with a financial outlay of ₹10,900 crore, will be implemented over the next two years and is expected to play a crucial role in realizing Prime Minister Shri Narendra Modi’s vision of achieving net-zero emissions by 2070.

Key highlights of the PM E-DRIVE Scheme

1. Subsidies and Demand Incentives: With ₹3,679 crore earmarked for providing demand incentives, the scheme supports e-2Ws, e-3Ws, e-ambulances, e-trucks, and other emerging EV categories. This is expected to cover 24.79 lakh e-2Ws, 3.16 lakh e-3Ws, and 14,028 e-buses across the country.
